Fenland District Council
DHA acted as communications advisers to Fenland District Council during the potential large scale voluntary transfer of its housing stock.
We led a large-scale consultation process, which included extensive tenant telephone surveys and analysis, tenant focus groups across the region, staff focus groups and meetings with other stakeholders.
We also produced a series of bi-monthly tenant newsletters, staff e-bulletins, key facts leaflets and a formal offer document and offer DVD.
We organised events throughout the year to boost tenant participation - from stalls at local events to open days where tenants could meet their prospective new landlords and ask questions. Tenants were also actively involved in choosing a name for the new Housing Association.
Awareness of the housing stock transfer rose from 58% to 88% in nine months and turnout for the final ballot was more than 70%. From a 64% ‘no’ vote in 1999, 54% voted ‘yes’ to the proposed transfer in November 2006.
